DNPR operates the complex for NASA, which is located in the Merritt Island National Wildlife Refuge, mandating an extra level of environmental protection.

He has also worked for Siemens Wind Power in Orlando, Florida, as an EHS specialist. Prior to joining Siemens in 2011, he was the environmental manager for the contractor responsible for assembling, maintaining, and launching the space shuttle. Charlie worked for the program for over 30 years, developing policies and procedures for environmental compliance and operational excellence.

Charlie has taught at American Public University System (APUS) since 2010. He has also taught environmental science and biology courses at Brevard Community College. Charlie holds an M.S. in environmental science from the Florida Institute of Technology, an M.S. in Environmental Policy from Rensselaer Polytechnic Institute, and an Ed.S. degree in science education from the Florida Institute of Technology.
